The honest fastest answer

Install PDFgear Desktop when you need the most capable free editor in this comparison. Its official documentation covers changing existing text and objects, OCR conversion, forms, signatures, annotations, page organization, and local processing. It currently publishes no file-count or import-size limit.

Use Sejda Web when you need to change existing text without installing software and the free allowance covers the job. Use FileGizmo when the document must stay on the device and the edit can be made with text, image, shape, signature, form, or page-level tools. Use PDF24 for a broad, unrestricted web toolbox when server processing and advertising are acceptable.

There is no honest universal winner. A product that changes an existing paragraph is doing a different job from one that safely adds a signature or rearranges pages.

The test document is a one-page PDF with selectable Helvetica text, a dated line, and three tasks:

This ranking does not score automatic typography matching or complex-layout fidelity because the shared output fixture could not be completed across every editor. It ranks published capability, tested FileGizmo behavior, free boundaries, and transfer model.

1. PDFgear Desktop: best overall free editor

PDFgear Desktop is first because it covers the capability that separates a full editor from an annotation layer: changing existing text. Its official pages say you can select, replace, delete, move, and format existing text while preserving formatting. It also edits objects and images, organizes pages, handles forms and signatures, and converts scanned files with OCR.

The desktop app works locally and currently advertises no usage, file-count, or import-size restriction. PDFgear also publishes a browser editor with local processing, no sign-up, no ads, no watermark, and no usage counter. That online version can add text boxes, annotations, stamps, signatures, and form fields, but PDFgear clearly states that direct existing-text editing is desktop-only.

The caveat belongs in the ranking. PDFgear’s own free-product explanation says most features will remain free but some advanced options may charge in the future. Current value is excellent; permanent future pricing is not guaranteed.

2. Sejda Web: best no-install direct-text editor

Sejda’s online editor earns second place because it changes existing text in a browser. It also supports find and replace, links, form fields, images, shapes, signatures, and annotations. Its editor surface is deeper than FileGizmo’s or PDF24’s for document-content work.

The free boundary is explicit. Sejda currently lists documents up to 200 pages or 50 MB and three tasks per hour. Files are uploaded, encrypted in transit, and automatically deleted after two hours. Sejda Desktop offers local processing and the same broader family of tools, but its free tier allows three tasks per day.

3. FileGizmo: best browser-local private editor

FileGizmo ranks third overall and first for a narrower requirement: supported edits in a browser without uploading the file. It adds text, images, shapes, drawings, signatures, and other visual elements; handles form filling and page operations; stores autosave state on the device; and validates the exported download.

It has no account, advertising, CAPTCHA, watermark, task counter, or paid export. The tradeoff is capability. FileGizmo does not rewrite arbitrary existing PDF text, perform desktop-class object editing, or guarantee that a low-memory phone can comfortably handle a very large document.

4. PDF24 Online: best unrestricted web toolkit

PDF24 deserves a place because its online catalogue is unusually broad and its business model is plain. The company says the tools are free without registration, forced premium versions, or time restrictions, and that advertising pays for the service.

Its editor adds forms, text, images, and freehand drawing. The site recommends converting a PDF to Word when you need to edit existing text. Files are uploaded to PDF24 servers in Germany, transferred with SSL, and automatically deleted after one hour. PDF24 Creator provides a local Windows alternative.

Choose PDF24 when you want a large collection of unrestricted PDF utilities and the upload is acceptable. Choose a local editor for a file that cannot leave the device.

Choose Sejda Web for occasional direct text changes without installing an app. Choose FileGizmo for supported private browser work without an account or upload.
