Aim a little under the stated limit. A file measured as exactly at the cap sometimes still fails because of how the portal rounds sizes, so a small buffer saves a second attempt.
Why a file is over the limit
A scanned page is a photograph of paper, so a ten-page scan can be several megabytes even when it holds little text. Phone photos are large for a different reason: a modern camera saves twelve megapixels or more, far more detail than a form needs to show your face or a signature.
The fix differs by type. A PDF is shrunk by recompressing the pictures inside it, and text in it stays sharp. A photo is shrunk by lowering its pixel size first and its JPEG quality second; cutting quality alone leaves a large picture that looks worse.
